- Policy text is used to describe the current rules or policies of NeuroWiki;
- Users are expected to adhere to the content described on this page;
- The Site Owner of NeuroWiki reserves the final interpretation right for all provisions.
This policy establishes the content inclusion standards and management guidelines for this site. All editors must ensure that content complies with the following core principles.
Content Standards
- Legal Compliance:
- Strictly adhere to the current laws of the Hong Kong Special Administrative Region.
- All politically sensitive content must be pre-approved by the Administrator Team.
- Content Quality:
- Accuracy: Content must be supported by verifiable sources (priority order: official statements > live stream recordings > community consensus).
- Originality: Direct copying of third-party content is prohibited (reasonable quoting is allowed and must be cited using
<ref>
tags). - Neutrality: Use third-person narration and distinguish between factual statements and subjective evaluations.
- Formatting Guidelines:
- Basic structure must follow the article-writing guidelines.
- Multimedia embedding must comply with media usage guidelines.
- Maintain consistency across language versions, with reference to the cross-language policy.
- Taiwan-Related Content:
- To ensure accessibility for users in Mainland China, any content involving Taiwan must generally comply with the “Guidelines for the Proper Use of Taiwan-Related Terminology” issued by the Taiwan Affairs Office, Ministry of Foreign Affairs, and the Central Propaganda Department.
Ban on Pornographic Content
- Completely Prohibited:
- Any form of fully nude imagery (including AI-generated content).
- Any form of explicit depiction of genitalia (including AI-generated content).
- Simulated sexual animations.
- Ambiguous depictions involving underage characters.
- Conditionally Allowed:
- Necessary quotations of original text.
- Documentation of significant historical events.
- Official live stream clips (text descriptions only).
Inclusion Scope
- Relevance to the Subject:
- Direct Relevance: Content officially recognized as related to the AI virtual streamer Neuro-sama, Evil Neuro, or their developer Vedal987.
- Indirect Relevance: Content that has significant influence within the Neuro fan community (must meet at least two of the following criteria):
- Fan-created works that have garnered 5,000+ likes across online platforms.
- Content or individuals mentioned more than three times in official live streams.
- Content with notable discussion within the Neuro community.
- Content Types:
- Biographical profiles (excluding private information about VTuber actors).
- Official/fan works (including songs, MMDs, fan art).
- Major events.
- Technical documents (limited to official AI development materials).
Special Situations
- Disputed Content:
- Add the {{Disputed}} template and submit the case to the Administrator Team.
- Arbitration period must not exceed 7 calendar days.
- Arbitration outcomes are categorized as: Retain/Revise/Delete (no appeals allowed).
- Historical Records:
- Major event archives must use the {{Historical}} template to indicate relevance periods.
- Exceptional Authorization:
- Content explicitly approved in writing by the site owner may exceed inclusion limits.
- Specially authorized content must include the {{SpecialPermission}} template along with the approval number.
Violation Handling
- Minor Violations: Automatic reversion of edits + system warning.
- Moderate Violations: Page protection for 3-30 days + suspension of editing privileges.
- Severe Violations:
- Permanent deletion of violating content.
- Global ban of the offending account.
- Reporting of illegal content to Hong Kong police (under Crimes Ordinance, Section 161).
Enforcement Mechanisms
- Routine Patrols: To be discussed.
- Automated Monitoring: Apply AbuseFilter rules CONTENT_POLICY_001 to 015.
- Emergency Handling: The site owner may invoke final adjudication authority to override existing rules.
