This policy establishes NeuroWiki's three-tier document system. All users must understand and adhere to the following hierarchy of document authority.

Explanation of Authority Relationships
Policies establish principles. Guidelines provide rules. Help offers recommendations.
- **Authority Flow**: Policies → Guidelines (not reversible)
- **Interpretation Rights**:
** Policies and guidelines are interpreted by the Administrator Team. ** The site owner reserves the final interpretation authority for all documents.
- **Conflict Resolution**: If conflicts arise between documents of different tiers, the higher-tier document prevails.
Revision Procedures
Revisions to this policy must follow these steps:
- Proposals must be initiated using the "motion" tag in the "✍editors-club" channel on the official Discord server.
- A public notice period of no less than 14 days is required.
- Approval requires the support of at least 2/3 of the Administrator Team members.
- Related guidelines and help documents must be updated accordingly after approval.
- The site owner retains veto power.
